Document Description
The project consists of the installation of twenty-five Flock Safety automated license plate reading (ALPR) cameras in Caltrans right of way throughout the City of Fremont. The cameras will be used by the City of Fremont Police Department for law enforcement. All twenty-five installations will consist of an ALPR attached to an existing traffic signal pole or light pole via steel band clamps. No new poles will be installed to support the equipment

Reasons for Exemption
The project is limited to the installation of small or minor equipment including a camera and wiring at twenty-five existing utility pole locations within Caltrans right of way throughout the City of Fremont. The proposed project is exempt from the California Environmental Quality Act (CEQA) per without limitation, CEQA Guidelines Section 15301, Existing Facilities which exempts existing facilities including exterior alterations such as electrical conveyances, and additions to existing structures. The proposed project is also exempt from CEQA per CEQA Gudelines Section 15303, New Construction of Conversion of Small Structures, which exempts installation of a limited number new small equipment and structures, including utilities and street improvements. The proposed project is also exempt from CEQA per CEQA Guidelines Section 15311, Accessory Structures, which exempts the construction or placement of minor structures accessory or appurtenant to existing facilities. Each of the foregoing provides and separate and independent basis for exemption.
