Document Description
The project consists of audio-visual (AV) equipment upgrades to Conference Rooms 301 & Bayside 3 (hearing rooms) that include but is not limited to new 360° cameras, speakers, audience cameras, podium, 75" and 90" televisions, permanent backup streaming hardware (e.g., Blackmagic), fold-down tables with modesty panels, audience and dais chairs, County Seal and flags, record and broadcast capability, a microphone system replacement, and upgrade to Crestron control system.
The project also consists of upgrades to Conference Rooms 302 & Bayside 4 (support/AV Rooms) that include but is not limited to refinishing wood doors and frames to original mahogany, painting wall bump-outs, installing acoustic wall panels behind television, AV support infrastructure for adjacent hearing rooms, Livestream and recording support. The project also consists of converting Bayside 4 from wellness room to a meeting room, which will require Room 046 to be vacated and then any necessary HVAC, electrical and interior alterations to be completed in preparation to be used as wellness room. Room 049 to be vacated and any necessary HVAC, electrical and interior alterations to be completed in preparation to be used as a meeting room, and then AV will be installed.

This project is categorically exempt from CEQA pursuant to Section 15301, Existing Facilities as it involves interior alterations to conference rooms within an existing county facility that involves no expansion of the existing size or use of the building. Further, no exceptions listed in CEQA Guidelines Section 15300.2 apply to the project. Additionally, the project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; and is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code.
