Document Description
City of San Diego City Council (City Council) adoption of the 2025 ed1t1ons of the California Building, Electrical, Plumbing, Mechanical, Residential, California Green Building Standards Code and Existing Building Code and approve through ordinance amendments to the Municipal Code related to the Building, Electrical, Plumbing, Mechanical, Residential Building, Green Building, and Existing Building Regulations. The City's building and fire safety laws are incorporated in the Municipal Code as shown below: 1. Chapter 11, Article 1 includes regulations for the Board of Building Appeals and Advisors. 2. Chapter 11, Article, 2 Division 2 includes procedures for unsafe buildings. 3. Chapter 11, Article 3 Division 1 Includes definitions in the Land Development Code, some of which apply to the City building standards. 4. Chapter 12, Article 9, Dlvls1on 1 outlines general construction permit authority and procedures. 5. Chapter 12, Article 9, D1v1slon 2 and Chapter 14, Article 5 contains building permit procedures and the Bu1fdlng Code amendments. 6. Chapter 12, Article 9, Division 3 and Chapter 14, Article 6 Division 1, 2 contain electrical permit procedures and the Electrical Code amendments. 7. Chapter 12, Article 9, Division 4 contain the plumbing and mechanical permit procedures and Chapter 14, Article 7 and Article 8 contain the Plumbing and Mechanical Code amendments. 8. Chapter 14 Article 9 contains the Residential Building regulations that are enforced in conjunction with the building permit procedures in Chapter 12 Article 9, Division 1, 2. 9. Chapter 14 Article 10 contains the Green Building regulations that are used in conjunction with the Building, Electrical, Plumbing, Mechanical and Residential Building regulations. 10. Chapter 14 Article 11 contains Existing Building regulations that are used in conjunction with the Bu1ldlng Regulations and Residential Building regulations. The proposed local amendments involve revising the Municipal Code to align with the California Building Standards Code and implementing new State regulations resulting from recently enacted legislation. The proposed amendments also include a cleanup of existing regulations and the repeal of certain regulations,

Reasons for Exemption
The City of San Diego conducted an environmental review that determined that the adoption of the 2025 California Building Standards Code and associated Municipal Code Amendments Is exempt from CEQA pursuant to CEQA Gu1dehnes Section 15061 (b)(3) because it can be seen with certainty that there Is no possibility that this activity will have a s1gn1f1cant effect on the environment. This determination Is predicated on CEQA Guidelines Section 15004, which provides direction to lead agencies on the appropriate timing for environmental review. Any future projects built per the amended regulations would be subject to environmental review in accordance with the City's Land Development Code and CEQA. R-316655
