Document Description
The County of Riverside proposes to install trash capture devices known as Connector Pipe Screens (CPS) on existing storm drain inlet facilities located within the County of Riverside right-of-way, in order to comply with the State mandated trash provisions. The storm drain inlet facilities are located in identified significant trash generating areas in the Santa Ana, Whitewater and Santa Margarita watershed regions of the County of Riverside. The number of trash capture devices to be installed in the Santa Ana watershed are 145, Santa Margarita watershed are 34 and Whitewater watershed are 77, for a total of 256 trash capture devices.

Reasons for Exemption
The proposed project will take place in the County right-of-way. Temporary construction easements will not be required for the proposed improvements. This project is subject to compliance with the Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP) and the Coachella Valley Multiple Species Habitat Conservation Plan (MSHCP). In accordance with Section 7 of the Western Riverside County MSHCP and the Coachella Valley MSHCP, necessary operation and maintenance along existing roadways are considered a covered activity outside/inside of cell criteria area/conservation areas. This project is considered to be operation and maintenance; therefore, it is a covered activity under both the Western Riverside County MSHCP and the Coachella Valley MSHCP. If tree and/or vegetation removal takes place during the migratory bird breeding season (February 1 – September 1), a preconstruction nesting survey will be conducted pursuant to the Migratory Bird Treaty Act. The County of Riverside Transportation Department has found that the above-described project is exempt from the provisions of the California Environmental Quality Act (CEQA), based on the following: Section 15301 (c) – Existing Facilities – The project proposes to install trash capture devices known as Connector Pipe Screens (CPS) on existing storm water drainage inlet facilities located within the County of Riverside right-of-way in order to comply with the State mandated trash provisions. The project in its entirety is consistent with Section 15301(c) because it does not create additional traffic lanes and involves no expansion of use of the existing roadway and associated facilities.
