Document Description
The proposed project consists of repaving or resurfacing an existing road, pedestrian pathways and parking lots at the Porterville Developmental Center. Parking areas at Buildings 1,2/3, 6 and 35/26 will be repaved/resurfaced. South Circle Drive, within the Secure Treatment Area, will be resealed/resurfaced. New concrete will receive pigmentation to tone down the brightness of the new work to make it more compatible with the existing and historic paving. Additionally, two areas currently covered with decomposed granite will be paved with asphalt to create formal parking areas.

Reasons for Exemption
Class 1 exemption allows for the repair, maintenance, or minor alteration of existing public facilities, involving negligible or no expansion of existing or former use. The project is limited to repaving or resurfacing existing road, pedestrian pathways and parking lots at the Porterville Developmental Center. The Porterville State Hospital Historic District is eligible for listing on the National Register of Historic Places and is included on the state master list of historic resources. The project plans were reviewed by a Preservation Architect and determined to be in conformance with the Secretary of Interior Standards for Treatment of Historic Properties. Therefore, the project will not have an adverse effect on the historic nature of the resource. The State has confirmed no exceptions to the exemption apply.
