Document Description
The proposed DHS RLANRC Central Utility Plant Leak Detection Remodeling project will address an existing fuel tank leak detection system that is no longer in compliance with and must be refurbished to meet current codes. The existing underground storage tank (UST) leak detection system would be remodeled to maintain reliable operation and system monitoring. This includes installation of the control panel, sensors, alarms, and related monitoring components, along with the associated manhole covers and frames to ensure proper containment.

Reasons for Exemption
The project qualifies under State Section 15301 (c), (d), and (l)(4) and County Class 1 (h)(4) and (x)(13) because the project includes minor alterations of the leak detection system to refurbish with new equipment to meet current codes and maintain reliable operation and system monitoring. Project would require also require demolition and restoration of existing manholes and supports, sidewalks, and curb and gutter. Upgrades are to meet current codes and would not result in any expansion of the sites existing use. The project qualifies under State Section 15302 (c) and County Class 2 (e) because the project includes the replacement and refurbishment of the existing leak detection system, including its plumbing and electrical systems. The refurbished leak detection, plumbing and electrical systems would be located on the same site will have substantially the same purpose and capacity as the replaced systems. The project qualifies under State Section 15303 and County Class 3 because the project would include conversion of the existing containment structure to install new small leak monitoring system equipment (new control panel, sensors, alarms, and related monitoring components, along with the associated manhole covers and frames). The project qualifies under State Section 15304(f) and County Class 4(k) because the project would include minor alterations to land required excavation, trenching, backfilling and surface restoration associated with the installation of the new leak detection system. In addition, based on the record, the project complies with all applicable regulations, no significant impacts to sensitive environments, no significant cumulative impacts associated with successive projects of the same type within the project footprint were identified, it would not result in unusual circumstances or damage to scenic highways, the project site is not listed on hazardous waste site lists compiled pursuant to Government Code section 65962.5, and there are no indications that the project may cause a substantial adverse change in the significance of a historic resource that would make the exemptions inapplicable.
