Reasons for Exemption
The project qualifies under State Section 15301 (a) and (d), and County Class 1 (d) because it includes the minor alteration of walls and electrical systems to accommodate the rehabilitation of the plumbing system within the interior of an existing public structure at the ACC administrative building. The project qualifies under State Section 15302(c) and County Class 2(e) because it would include replacement of the existing galvanized plumbing system with a copper plumbing system. The project qualifies under State Section 15303 and County Class 3 because it would include installation of new small equipment including a dishwasher and garbage disposal, and a new ADA compliant water closet and flush valve, new faucets and new kitchen sink and detergent dispensers. The project qualifies under State Section 15304(f) and County Class 4(k) because the scope of work requires minor trenching, backfilling and surface restoration to construct new copper plumbing system. In addition, based on the record, the project complies with all applicable regulations, no significant impacts to sensitive environments, no significant cumulative impacts associated with successive projects of the same type within the project footprint were identified, it would not result in unusual circumstances or damage to scenic highways, the project site is not listed on hazardous waste site lists compiled pursuant to Government Code section 65962.5, and there are no indications that the project may cause a substantial adverse change in the significance of a historic resource that would make the exemptions inapplicable.
