Project Description
Project Location:
W Washington Street, W Sonora Street, Del Norte Street, Church Street, Ventura Avenue, S Los Angeles Avenue, S Fresno Avenue, Harbor Street. See attached Vicinity Map.
Project Justification:
The Boggs Tract Community is an approximately 100-acre unincorporated island. Approximately half of Boggs Tract is within City of Stockton (City) limits, and the remainder is within San Joaquin County (County). There is an elementary school, community farm, religious institutions, community center, and neighborhood park in the area. The areas within San Joaquin County jurisdiction have water collection ditches along the roads and a retention pond on a lot west of Sonora Street that is maintained by the County.
The pump station and drainage pipes servicing the City, as well as the retention pond servicing the County, are undersized which frequently causes flooding. The outfall of the City's system is a single gravity pipe into Mormon Slough. The drainage ditches within the County are graded to reach the retention pond through surface gravity flow, requiring the ditches to overflow for runoff to travel to the pond. During rain events, several properties (specifically north of W Washington Street) flood up to 1 foot in depth, and County Maintenance crews must drain the retention pond using a portable pump.
This project is in the design phase and County has not selected a particular design. Once the County has a design selected, the adequate California Environmental Quality Act process will be followed.
Scope of Work:
This project is currently in the design phase only for the proposed installation of a permanent pump station and collection system for storm drainage runoff. The project will consist of:
1. Replacing 950 linear feet of concrete curb and gutter.
2. Installing approximately 60 stormwater catch basins.
3. Comprehensive grading for gravity flow drainage.
4. Installing approximately 3,050 linear feet of 18" Class III Reinforced Concrete Pipe (RCP).
5. Installing approximately 60 linear feet of 24" Class III RCP.
6. Installing approximately 3,300 linear feet of 30" Class III RCP.
7. Installing approximately 750 linear feet of 36" Class III RCP.
8. Installing approximately 1,300 linear feet of 42" Class III RCP.
9. Installing approximately 900 linear feet of 48" Class III RCP.
The length referenced in the Vicinity Map is the length of RCP to be installed. The pump station will have a 45 million gallons per day (MGD) capacity.
Environmental Setting:
In these portions of the San Joaquin County, land usage is mixed between residential, industrial, and commercial.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with these improvements to the storm drainage system. Overall, there will be reduced maintenance concerns and more reliability within the project area.
