The project is categorically exempt pursuant to Section 15332 (Class 32) of the California Environmental Quality Act (CEQA) Guidelines because (1) the project is consistent with the General Plan and Zoning Ordinance; (2) occurs within city limits on a project site of no more than 5 acres substantially surrounded by urban uses; (3) is located on a site that does not have value as habitat for endangered, rare, or threatened species; (4) would not result in any significant impact relating to traffic, noise, air quality, or water quality; and (5) is adequately served by all required utilities and services. Additionally, none of the exceptions listed in CEQA Guidelines Section 15300.2 apply to the project.
