Document Description
The project includes the installation of four (4) new 60-foot-tall light poles with a total of 20 LED light fixtures within the existing E.L. Pete Petersen Park. The Project also includes adding a 30-foot-tall light pole near the basketball court. The field is currently being used for athletic practices during daylight hours. The lights are being installed to provide field lighting for athletic practice(s) during evening hours. The lights are separated from the majority of adjacent residential uses by the streets surrounding the park. The lights will be shielded, consistent with City requirements to avoid light leakage on adjacent properties. Lights will be turned off at 9:00 p.m.

Reasons for Exemption
The proposed project has been determined to be Categorically Exempt (“Existing Facilities”) under the California Environmental Quality Act (CEQA) Guidelines, Section 15301 (“Class 1”). Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The lead agency’s determination of Class 1 includes the following example of a project that would be exempt under this section: (f) Addition of safety or health protection devices for use during construction of or in conjunction with existing facilities, or mechanical equipment, or topographical features including navigational devices. The project is for the installation of lights poles within an existing City-maintained parks. The existing park includes turf areas, walking pathways and related park amenties. The installation of lights will improve the existing condition by improving visibility and promoting safety at the parks, which are currently illuminated with little to no light. Installation of new lights will be a negligible expansion of the existing use. The improvements described here are considered minor alterations to existing public facilities.
The proposed project has been determined to be Categorically Exempt (“New Construction or Conversion of Small Structures”) under the California Environmental Quality Act (CEQA) Guidelines, Section 15303 (“Class 3”). Class 3 consists of construction and location of limited numbers of new small facilities or structures from one use to another where only minor modifications are made to the exterior of the structure. Class 3 includes the following example of a project that would be exempt under this section: (d) water main, sewage, electrical, gas, and other utility extensions, including street improvements of reasonable length to serve such construction. The project is for the installation of LED light poles within an existing City-maintained parks The project consistst of installation of small new structures and, therefore, the project is exempt per Section 15303.
