Document Description
The project will allow for a change of use to a religious facility on a parcel less than 20,000 square feet in size. The project consists of interior/exterior alterations to an existing 1,943 square foot building (building A) and demolition of an existing 2,057 square foot building (building B). Additionally, the project will include construction of twenty-three (23) on-site parking spaces including two (2) accessible parking spaces, ADA accessible ramps, and landscaping. Improvements to the project frontage along North Thompson Avenue will include complete curb, gutter and sidewalks to complete the project side to an A-2d urban street section with a new driveway entrance. The project will result in the disturbance of approximately 9,000 square feet on a 12,600 square foot parcel.

Reasons for Exemption
The project qualifies for two Categorical Exemptions (Class 3) & (Class 4) pursuant to CEQA Guidelines Section 15303 & 15304. A Class 3 Categorical Exemption (new construction or conversion of small structures) applies because the project consists of the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. Additionally, the project qualifies for a Class 4 Categorical Exemption (minor alterations to land) as the project consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees. The project is located within an urbanized area, on a parcel that does not involve the use of a significant amount of hazardous substances, all necessary public utility services and facilities are available, and the surrounding area is not environmentally sensitive. Further, there are no unusual circumstances surrounding the project, and the proposed project is surrounded by other similarly developed lots. The proposed project does not impact any scenic resources for any officially designated scenic highways. The location of the proposed project is not within any hazardous waste site compiled pursuant to Gov. Code § 65962.5. The proposed project does not involve or does not cause a substantial adverse change in the significance of a historical resource. Approval of the project would not result in any significant effects relating to transportation, noise, air quality, greenhouse gas emissions, or water quality.
