Document Description
This project proposes to temporarily utilize an approximately 1,100 square foot grassy area at Refugio State Beach for vehicular use due to the undermining of the existing park road from recent storms. The project will provide a safe turning radius for RVs and other large vehicles (e.g. trash trucks and other maintenance vehicles) that will otherwise be unable to safely turn at this one-way road location. To avoid driving near the compromised road edge and to create a level driving surface, approximately 3-inches of non-native crabgrass will be graded down to soil and temporarily overlaid with 10 cubic yards of locally sourced Class II road base. Public access will not be affected during the single day of planned maintenance activities, and the proposed work is not expected to create any significant change in the capacity, function, or hydraulics of stormwater interactions. During proposed work, State Park maintenance staff will adhere to standard best management practices to minimize the potential for environmental impacts and maximize safety. This project has been reviewed by the California Coastal Commission and deemed exempt under Coastal Act Section 30610(d), Section 13252 of 14 Cal. Admin. Code, and Appendix I of the 1978 Repair and Maintenance Guidelines (permit number 4-26-0052-X).
