Document Description
The proposed project is located at William Steinmetz Park (Steinmetz Park), an 11-acre community park located at 1545 South Stimson Avenue in unincorporated Hacienda Heights. According to the 2016 Los Angeles Countywide Parks Needs Assessment, Steinmetz Park is located in a study area with a low park need. However, as a community park with a service area of 1 to 2 miles, Steinmetz Park also serves many communities experiencing high to very high park needs including Unincorporated Bassett-West Puente Valley.
Steinmetz Park offers youth, family and senior activities throughout the year. It is home to the Steinmetz Senior Center where programs include fitness classes, social activities and a balanced-nutrition program. Steinmetz Park is also a vital hub for families, youth, and teens, offering after-school programs, sports activities, and summer day camps that support enrichment, physical health, and safe recreation. These programs attract hundreds of residents each week, placing heavy demand on the public restrooms and the
parking lot. The restrooms are worn and outdated, and the parking lot surface requires renovation. Investing in these refurbishments is essential to maintain health and safety standards, ensure Americans with Disabilities Act (ADA) accessibility, and preserve Steinmetz Park as a safe, accessible community resource.
The proposed Project scope will refurbish the existing public restrooms in the community building, slurry and restripe a portion of the existing parking lot; and make related ADA improvements.

Reasons for Exemption
The proposed Project is categorically exempt from California Environmental Quality Act. The Project, which includes refurbishment of the public restrooms in the community building, slurry and restriping of a portion of the existing parking lot, and related ADA improvements, is within certain classes of projects that have been determined not to have a significant effect on the environment in that it meets the criteria set forth in sections 15301(d), 15302(c) and 15331 of the State CEQA Guidelines and Classes 1(c) and 2(e) of the County's Environmental Document Reporting Procedures and Guidelines, Appendix G. The Project provides for restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety; replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity; and maintenance, repair, stabilization, rehabilitation, restoration, preservation, conservation or reconstruction of historical resources in a manner consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring and Reconstructing Historic Buildings (1995), Weeks and Grimmer.
In addition, based on the proposed Project records, it will comply with all applicable
regulations. There are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste site lists compiled pursuant to Government Code section 65962.5, or indications that they may cause a substantial adverse change in the significance of a historical resource that would make the exemption inapplicable.
