Document Description
To replace a 24-inch corrugated metal pipe (CMP), a drainage pipe (DSID 22922) located 11 feet below the levee crown, as shown on the USACE As-Built Drawing No. 50-04-3327, 24 May 1960, Sheets 3 and 12, at STA 133+39. Construction activities consist of: (1) removing the existing pipeline and associated inlet and outlet structure; (2) constructing a new concrete inlet and outlet headwall; (3) installing a new pipeline within the same alignment and elevation as the existing pipe; and (4) backfilling around and under with controlled low strength material (CLSM). The pipe was authorized under Board Permit 9558.
To replace a 24-inch CMP drainpipe (DSID 22924) located 15 feet below the levee crown, as shown on the USACE As-Built Drawing No. 50-04-3327, 24 May 1960, Sheets 3 and 12, at STA 106+76. Construction activities will consist of: (1) removing an approximately 90-foot section of existing pipeline from the landside headwall to the waterside slope, the headwall structure, and the waterside riser; (2) constructing a new concrete headwall; (3) abandoning in-place the existing pipeline; (4) removing then re-installing a levee road gate; (5) installing a new pipeline; and (6) backfilling around and under with CLSM. The new pipe will be placed in a different alignment but the same invert elevation just south of the existing pipe. The new alignment is perpendicular to the levee and is a betterment for the flood control facility. The pipe was authorized under Board Permit 9558.
To replace a 48-inch CMP drainpipe (DSID 22925) located 11 feet below the levee crown, as shown on the USACE As-Built Drawing No. 50-04-3327, 24 May 1960, Sheets 3 and 12, at STA 76+94. Construction activities will consist of (1) installing a temporary cofferdam upstream and downstream of the drainage channel; (2) removing the existing pipeline, waterside riser, and outlet structure; (3) constructing a new concrete riser and outlet headwall; (4) installing a new 18-foot-long pipeline; and (5) backfilling around and under with CLSM. The new pipe will be placed within the same alignment and elevation as the existing pipe. The pipe was authorized under Board Permit 9558.
To replace a 24-inch CMP drainpipe (DSID 22928) located 7-feet below the levee crown, as shown on the USACE As-Build Drawing No. 50-04-3327, 24 May 1960, Sheets 2 and 12, at STA 31+55. Construction activities include: (1) installing a temporary cofferdam upstream and downstream of the drainage channel; (2) removing the existing pipeline, waterside riser, and outlet structure; (3) constructing a new concrete riser and outlet headwall; (4) installing a new 60-foot-long pipeline; and (5) backfilling around and under with CLSM. The new pipe will be replaced within the same alignment and elevation as the existing pipe. The pipe was authorized under Board Permit 9554.
Construction activities will require clearing and grubbing of existing vegetation in the work area and involve ground disturbance by heavy equipment and concrete trucks along the levee crown and slopes.

The project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA CCR, Title 14, Section 15301), because the activity consists of the repair or minor alteration of existing public structures, facilities, and mechanical equipment, involving negligible or no expansion of use. The project is also exempt from CEQA under the Class 2, Replacement or Reconstruction categorical exemption (CEQA CCR, Title 14, 15302), because the activity consists of replacement and reconstruction of an existing structure in the same site and will have substantially the same purpose and capacity as the replaced structure. Further, the project is exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (CEQA CCR, Title 14, Section 15304), because the activity consists of minor public alterations in the condition of land, water, and/or vegetation which do not involve removal of mature, scenic trees except for forestry and agricultural purposes. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
