Document Description
The purpose of this Project is to make safety and functionality improvements to the clearwell hydraulics system, chemical feed system, and the two sedimentation basins at CCWD’s Randall-Bold Water Treatment Plant in Oakley, CA. The current clearwell piping system is aging, and improvements are needed to improve system hydraulics, reduce health and safety risks, and ensure that the facility water treatment systems are effective.
Piping within the clearwell hydraulics system will be replaced to improve system hydraulics, and bypass piping will be installed from CCWD’s multi-purpose pipeline (MPP) to Diablo Water District (DWD) to provide sufficient flow to DWD during the RBWTP’s annual shutdown period. Improvements within the sedimentation basins will include replacing aging sludge collection equipment, resurfacing eroded concrete launder surfaces, installing new overflow drain valves to improve basin drainage, and creating a safer access route through the installation of new stairways into the basins. Improvements to the chemical feed system will include replacing aging components throughout the system, including control panels, chemical feed piping, and obsolete sulfuric acid metering pump motors.
Construction will occur between July 2026 and March 2028, with the majority of construction activities occurring during the RBWTP’s annual shutdown periods between October and December of 2026 and 2027, whereas clearwell bypass installation and testing will occur outside of these shutdown periods. Equipment laydown and vehicle staging will occur in a previously disturbed area adjacent to the work area within the boundaries of the RBWTP (see Figure 2).
