Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code, Section 26012, approved a RETAILER commercial cannabis license submitted on 8/1/2025, by TRINITY SAFETY WORKS, LLC. The Project will consist of a cannabis retail operation within the existing retail footprint of the commercial building at 91 Trinity Street in the community of Hayfork. The proposed project will be one of three business operating out of the building. On-site consumption is not proposed. The applicant is proposing to remodel the interior of the building in preparation for cannabis storefront retail activities and install an illuminated “Hayfork Trailhead” business sign above the storefront (Attachment 3). No new ground disturbance is proposed. Local sanitary district (Trinity County Waterworks) and Trinity Public Utilities District (TPUD) are currently in-place to satisfy water, sewer and power. As proposed, four employees will be present on the largest shift as well as a mobile delivery service utilizing up to four vehicles.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 and 2 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. None of the exceptions to this exemption defined in Section 15300.2 apply.
