Document Description
To authorize an existing 36-inch diameter corrugated metal drainage pipe sleeved with a 28-inch diameter steel pipe through the left bank levee of the Colusa Trough. The annular space between the 36-inch and 28-inch diameter pipes has been grouted. This drainage facility consists of appurtenant features that include a headwall and flap gate on the waterside, and a headwall, an electric pump system with a metal support structure and walkway, a metal standpipe, and a positive closure device on the landside. This permit supplements and where in conflict supersedes Permit No. 9390, issued to Annie D. Propfe in 1974, that included the existing 36-inch pipe as part of an Automatic Board Order. This drainage facility is also included in the United States Army Corps of Engineers (USACE) Sacramento O&M Manual, Unit 132, October 1959, Revised 14 January 2019, (HLM 4.87), listed as 36-inch pipe and in USACE As-Built Drawing No. 50-4-3081, Sheet 6 and 16, Station 1581+10, 4 April 1957.

The project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (California Code of Regulations, Title 14, Section 15301), because the activity consists of the permitting of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. No expansion of existing or former use will occur. Further, none of the exceptions to the exemption in California Code of Regulations, Title 14, Section 15300.2 apply.
