Document Description
This project permits the development of a 23,000 square foot skatepark within a previously unprogrammed area of Lucchesi Park, located at 320 N McDowell Blvd. The skatepark will include concrete skating features including bowls, banks, hips, rails, stairs, and ramps. Consistent with building code regulations, the project also includes ADA improvements, inclusive of striping to add two accessible parking spaces to the existing parking lot, and installation of an accessible path of travel that will provide connection between the parking lot and existing walking paths. The project also includes updated landscaping, resulting in the removal of three existing trees and the addition of 11 trees along the periphery of the skatepark as well as new landscaping along the accessible pathway. Irrigation and stormwater systems around the skatepark will be updated to accommodate and serve the new development.

Reasons for Exemption
The project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15332 - Class 32 (In-Fill) as it consists of an expansion of the existing park land use on a previously developed urban site. The project is located on a project site surrounded by urban uses that is within city limits that is not identified as a habitat for endangered, rare, or threatened species, and can be adequately served by utilities and public services. The project is also consistent with the applicable general plan designation, all applicable general plan policies, and all applicable zoning designations and regulations. Therefore, this project is exempt under Section 15332, in-fill development projects. Administrative Site Plan and Architectural Review (SPAR) for the Project was approved by the Planning Division Manager on January 14, 2025.
