Document Description
SMUD intends to purchase the property at 6650 Asher Lane, Sacramento, CA 95828 to proactively support expected future growth in the Elder Creek, Fruitridge, and Florin neighborhoods. In order for SMUD to reliably support long term growth in this area as increased electrification of existing customers continues, along with new customers coming into this area, SMUD is forecasting the need for another distribution substation in this general area. Although there are no immediate plans to construct a new substation, acquiring the property at this time will enable SMUD to respond promptly to future load growth as needed. There is no design, project footprint, capacity, or construction schedule that exists. Future use of the site is speculative; therefore, CEQA review for any project that would occur will be performed at the appropriate time.

Reasons for Exemption
SMUD has reviewed and determined that the Project is exempt from the provisions of CEQA pursuant to Section 15061(b)(3) (Common Sense Exemption). Section 15061(b)(3) states that “The activity is covered by the common sense exemption that CEQA only applies to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.” The proposed activity consists solely of the acquisition of real property. No construction, ground disturbance, or operational activities are authorized or approved as part of this action. Any future development of the site would be subject to separate discretionary approvals and independent CEQA review. There is no design, footprint, capacity, or construction schedule that exists. Future use of the site is speculative. CEQA review for any project that would occur will be performed at the appropriate time, therefore this purchase is considered exempt in accordance with CEQA Guidelines Section 15061(b)(3).
