Document Description
The California Department of Fish and Wildlife (CDFW) has executed Streambed Alteration Agreement EPIMS Notification Number BUT-60255-R2, pursuant to Section 1602 of the Fish and Game Code to the project Applicant, Sierra Pacific Industries, as represented by Jesse Barnett. The project includes the conservation, restoration, protection, and enhancement of approximately 100 acres of meadow habitat to support and assist recovery of native fish and wildlife species, through the use of low-tech, process-based restoration practices to construct three types of woody structures – channel-spanning, bank-attached, and mid-channel – in degraded meadow channels. The project will place Post-Assisted Log Structures (PALS), consisting of large wood jams made from branches and small to medium trees, and Beaver Dam Analogs (BDAs), which are used to mimic natural beaver dams using smaller wood and local materials like rocks and sediment, in incised channels.

Reasons for Exemption
CDFW has determined that the project meets the qualifying criteria set forth in Section 21080.56, subdivisions (a) through (d), inclusive. CDFW’s determination is supported by (1) the Butte County Resource Conservation District’s July 25, 2025, initial determination as lead agency that the project meets the qualifying criteria set forth in Section 21080.56, subdivisions (a) through (d), inclusive; and (2) pursuant to Section 21080.56, subdivision (e), the CDFW Director’s August 27, 2025, concurrence with the Butte County Resource Conservation District determination, which is available at wildlife.ca.gov/Conservation/Cutting-Green-Tape/SERP/Concurrences.
