Reasons for Exemption
The project is exempt from the California Environmental Quality Act pursuant to §15303 Class 3 - New Construction or Conversion of Small Structures and §15304 Class 4 – Minor Alterations to Land.
• The project involves limited numbers of small structures (one home and one garage) and minor land alterations (grading for driveway and septic system).
• No removal of mature scenic trees, no work in wetlands or sensitive habitats, and no unusual circumstances that would trigger CEQA exceptions under §15300.2.
o Location. The project is not proposed in an area known as a sensitive environment.
o Cumulative Impacts. A review of the subject property and surrounding parcels shows no active projects that would result in cumulative environmental impacts. The exception for cumulative impacts does not apply.
o Significant Effect: The proposed development does not involve unusual circumstances or environmental conditions that would distinguish it from similar projects. The exception for significant effects does not apply.
o Scenic Highways. The project will not impact scenic resources such as trees, historic structures, or rock outcroppings within a state-designated scenic highway corridor. The proposed development will be naturally screened by existing vegetation and does not require the removal of any scenic features. Therefore, the scenic highway exception does not apply.
o Hazardous Waste Sites. The project site is not listed pursuant to Government Code §65962.5. The exception for hazardous waste sites does not apply.
o Historical Resources. The project is not located on a historic resource site and will not result in substantial adverse changes to historical resources. The exception of historical resources does not apply.
With the implementation of standard County conditions of approval, the proposed development is not anticipated to cause significant effects on the environment.
