Document Description
MESSICK ROAD RESURFACING Project Description Project Location: Messick Road: Duncan Road to Clements Road. See attached Vicinity Map. Project Justification: Messick Road is a two-lane 18-foot-wide roadway. The original construction date and existing structural section are unknown. The road has been maintained by Road Maintenance and was periodically chip sealed with the most recent application occurring in 2021. Messick Road displays a high amount of alligator cracking and transverse/longitudinal cracks. The roadway has a medium amount of block cracking with a low amount of weathering and potholes. Scope of Work: The project will consist of: 1. Resurfacing the existing roadway (18 feet wide) with 0.17 feet Hot Mix Asphalt (HMA) (Type A). 2. Repairing pavement structural failure areas with full depth 0.50 feet HMA (Type A). 3. Replenishing 6-foot-wide Shoulder Backing: 2 feet (8%) and 4 feet to conform. 4. Applying Penetration Treatment at all intersection radii plus 50 feet or to conform. 5. Adjusting existing facilities to finished grade. 6. Constructing 8 feet HMA (Type A) driveways and frontages. 7. Performing Earthwork (Miscellaneous Areas) to remove high shoulder areas. 8. Replacing 36-inch cross drain near Clements Road. 9. Fine grinding the surface of the deck of bridge 29C-113 to remove chip surface treatment. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily rural with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with this well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.
