Document Description
The Project will consist of a Specialty Cottage Outdoor cultivation license for commercial cannabis. The project site is located at 6830 Fitzhugh Road in Laytonville Mendocino County CA 95454 (APN 033-040-47-00). The proposed project is for 1,408 sf of mature and 240 sf of immature cultivation within a ~7,940-sq ft project footprint. Previous use of the site was for cannabis cultivation. Satellite imagery shows cultivation taking place onsite since at least 2009. Cannabis has been grown in the exact same location throughout the duration of its existence onsite. Irrigation is supplied by an existing on-site diversion. Maximum annual water is estimated at 50,050 gallons. Power is supplied by solar panels through existing infrastructure with a yearly projection total of 5.45 kWh.

The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
