Reasons for Exemption
Pursuant to CEQA Guidelines Section 15061(b)(3), an activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. The activity is not subject to CEQA where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. The Romoland School District proposes to acquire the property located at 31037 Quail Hollow Circle in Homeland, Riverside County, California (proposed project site). The proposed project is limited to the acquisition of the property and does not involve any physical alteration of the site or change in land use. The acquisition does not commit the District to any specific future development. Should the District propose development or a change in use of the property in the future, that activity would be subject to separate environmental review under CEQA at that time. Because the proposed project consists solely of the acquisition of property and would not result in a direct or reasonably foreseeable indirect physical change to the environment, it can be seen with certainty that the activity would not have the potential to cause a significant effect on the environment. Therefore, the project is not subject to CEQA pursuant to CEQA Guidelines Section 15061 (b)(3).
