Document Description
The project site is approximately 2.6 miles long. Geer Road is a north–south arterial road that traverses the northern and central portion of the City. Geer Road consists of one northbound lane, one southbound lane, and one center lane from West Taylor Road to East Springer Drive. It consists of two northbound lanes, two southbound lanes, and an alternating center lane/median from East Springer Drive to North Golden State Boulevard. The Geer Road Rehab Project (proposed project) would consist primarily of road rehabilitation, curb ramp replacement, median reconstruction, three new rectangular rapid flashing beacons (RRFB), and. high-visibility striping and pavement markings along the 2.6-mile-long project site. The proposed project would install new buffered Class II bike lanes and include sidewalk gap closures that would improve· Geer Road's multimodal capabilities and improve mobility for different types of users. The purpose of the proposed project is to: • Repair deteriorated roads on high-use streets within the City; • Enhance safety and comfort for bicyclists and pedestrians along Geer Road; • Update curb ramps to meet current Americans with Disabilities Act (ADA) standards; • Install RRFBs at uncontrolled crosswalk locations to improve safety crossing at Geer Road; and • Reconstruct medians to extend turn pocket lengths to help accommodate larger queues that are currently impacting traffic operations. The proposed improvements would be constructed within the existing City right-of-way. Permits to enter may be needed for driveways conforms (l.e., reconstruction of the driveway to meet the grade of the private portion of the driveway). Right of Way acquisitions are not needed for the project. The Geer Road Rehab Project will not create additional automobile lanes.

Reasons for Exemption
The Geer Road Rehab Project (proposed project) consists primarily of road rehabilitation, curb ramp replacement, median reconstruction, three new rectangular rapid flashing beacons (RRFB), and high-visibility striping and pavement markings along the 2.6-mile-long project site. The proposed project would install new buffered Class II bike lanes and include sidewalk gap closures that would improve Geer Road’s multimodal capabilities and improve mobility for different types of users. Acquisition of additional right-of-way is not needed for the project and the project will not create additional automobile lanes. Therefore, in accordance with Section 15301(c) the project is exempt from the California Environmental Quality Act (CEQA).
