Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code, Section 26012, approved a Specialty Cottage Indoor commercial cannabis license submitted on 12/10/25, by Dirty Licks LLC. The Project will consist of a Zoning Clearance Certificate and Coastal Development Permit to authorize 840 square feet of indoor cannabis cultivation utilizing hydroponic cultivation techniques, and square feet of nursery space within an existing 4,800 square-foot two-story shop structure. 100% renewable power will be supplied by PG&E. Water will be sourced from rainwater catchment. proposed operation will operate year-round. There will be harvests scheduled every four to five weeks. Annual water use is estimated at 18,250 gallons per year. The applicant proposes to install four 5,000- gallon rainwater storage water tanks that will be connected to the existing gutter system on the shop, and a 500- gallon holding tank to store cultivation wastewater to be hauled monthly by a local wastewater company. Two employees are proposed. Processing is proposed to occur at an offsite licensed processing facility. This application is a replacement, and no changes are being made.

The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
