Document Description
Plot Plan No. PLN 22-0282 proposes the Double Butte Storage Project, a 500-megawatt battery energy storage system, which would use lithium-ion, flow battery, or other battery technology to store electrical energy from the grid to be discharged later when energy demand is high, ensuring reliability during periods of high customer demand and contributing to California's renewable energy goals. The project will be constructed as a single phase. Key components include battery modules and power conversion equipment, with external access-only containers housing the battery modules. These containers will be equipped with robust heating, ventilation, and air conditioning (HVAC) systems to maintain proper operating temperatures and monitored via a Supervisory Control and Data Acquisition (SCADA) platform. Other safety measures include a seven-foot decorative block wall around the perimeter of the site for security and screening landscaping. The project will interconnect with the grid at the Southern California Edison's Valley Substation via an overhead generation-tie (gen-tie) line. The project site will include 12 parking spaces. Off-site improvements will be made to San Jacinto Road, Palomar Road and Mclaughlin Road. A 4-acre temporary laydown yard will be located on a 16-acre parcel adjacent to the Project site.
Conditional Use Permit No. PLN 22-0281 proposes to allow for the utility-scale battery energy storage system use.
Tentative Parcel Map No. PLN 22-0283 proposes to consolidate 7 parcels into one (1) industrial parcel. The Project site is approximately 27.3 net acres.
