Document Description
The project consists of the safety enhancement and modernization of existing guardrail systems at various locations within the City of Rolling Hills Estates. The scope of work includes: the removal of outdated or damaged metal beam guardrails; the installation of new Midwest Guardrail Systems (MGS) that meet current Manual for Assessing Safety Hardware (MASH) standards; the upgrade of end treatments (crash cushions) and transitions to modern safety specifications; and minor grading or paving as required to ensure proper structural support for the new installations within the existing right-of-way. The primary purpose of this project is to mitigate traffic safety hazards and reduce the severity of "run-off-road" collisions. By utilizing HSIP funding to upgrade legacy infrastructure to current state and federal safety standards (MASH), the City aims to: enhance the structural integrity of roadside barriers; improve the redirective capabilities of guardrails during vehicle impacts; and ensure the safety of the traveling public by correcting identified deficiencies in the existing roadside protection systems. The primary beneficiaries include the traveling public (motorists, cyclists, and pedestrians) who utilize the City’s roadway network. Additionally, the project benefits the City of Rolling Hills Estates and emergency service providers by reducing the frequency and severity of traffic-related incidents and maintaining the long-term resilience of municipal transportation infrastructure.

Reasons for Exemption
The scope of work includes: the removal of outdated or damaged metal beam guardrails; the installation of new Midwest Guardrail Systems (MGS) that meet current Manual for Assessing Safety Hardware (MASH) standards; the upgrade of end treatments (crash cushions) and transitions to modern safety specifications; and minor grading or paving as required to ensure proper structural support for the new installations within the existing right-of-way. The Project was reviewed in accordance with the California Environmental Quality Act (Public Resources Code § 21000 and following: “CEQA”) and the State CEQA Guidelines (14 CCR § 15000 and following) and was determined to be Categorically Exempt under Class 1 of the State CEQA Guidelines, Section 15301(e)(1) (Existing Facilities), as it is consistent with repair, maintenance and minor alteration of existing public structures, involving negligible or no expansion of use; and to be Categorically Exempt under Class 2 of the State CEQA Guidelines, Section 15302(c), as the project includes replacement or reconstruction of existing utility facilities involving negligible or no expansion of capacity.
