The project consists of the reassignment of an existing water delivery contract with no change in the amount of water. While the Lopez Water Contracts (established in 2000) do not link water contracts to a specific APN, this contract reassignment is due to a property sale and there would be no change in the location of use, which is in the CSA 12 service area. No exceptions to this exemption as described in Section 15300.2 have been identified.
