Document Description
The California Department of Fish and Wildlife (CDFW) has amended Streambed Alteration Agreement (Agreement) EPIMS Notification No., EPIMS-SBR-38297-R6, pursuant to Section 1602 of the Fish and Game Code to Southern California Edison. The Project includes the replacement of two deteriorated utility poles (Poles 2328074E and 2328075E), and replacement of two existing plate anchors associated with Pole 2328075E. The Project as amended will set Poles 2328074E and 2328075E by helicopter, with the plate anchors being installed by a combination of utility trucks and hand crews. The Project as amended also includes the addition of a helicopter landing zone located at Latitude 34.293203, Longitude -114.171722, and includes additional avoidance and minimization measures to protection the fish and wildlife resources associated with the Project. The amended Project activities will not increase the total temporary impacts of 0.34-acre to resources subject to Fish and Game Code Section 1602, as found in the Agreement.

Reasons for Exemption
On October 5, 2023, the State Water Resources Control Board, the Lead Agency, determined that the Project is categorically exempt pursuant to California Code of Regulations, Title 14, section 15301 Existing Facilities. The Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
