Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code, Section 26012, approved a processor commercial cannabis license submitted on 7/28/25, by Twisted Roots, Inc. The Project will consist of The project is a request for mixed-light cannabis cultivation in approximately 161,838 square feet of three existing, permitted greenhouses. Ancillary cultivation activities (drying, trimming, and packaging) will occur within 3,085 square feet of the existing, permitted 4,061 square foot warehouse. The total cannabis cultivation area (as defined by Article II) will be approximately 3.80 acres in size. 1,520 square feet of the mezzanine area will be used for storage of agricultural equipment and packaging supplies. 376 square feet of the warehouse will be used as an employee breakroom. A new sink, oven, and cooktop will be located within the breakroom. The warehouse also contains a proposed office and proposed employee restrooms. The project will replace the existing septic tank with a new 1,500 gallon tank. Other existing cannabis-related structures on-site include an existing, permitted 1,430 square foot boiler enclosure and 37,512 gallon hot water tank. There is also a building that will be used for cannabis processing. There is an existing retention basin, which will be restored to its permitted size per 85-CDP-215. The project requires 460 cubic yards of cut for the restoration of the retention basin. There is an existing emergency, back-up generator, which shall only be used in case of a power outage. The project proposes twelve 5,000 gallon water storage tanks to be used for the cannabis operation.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
