Document Description
The City of Brea's 2026 Emergency Operations Plan (EOP) is an update to a comprehensive multi-hazard planning document that establishes policies, procedures, and responsibilities for City departments and partner agencies in preparing for, responding to, and recovering from large-scale emergencies and disasters. The plan provides operational guidance for activation and management of the City's Emergency Operations Center and coordinates emergency response activities in accordance with the Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS). The plan includes updates to comply with new state legislation (AB 478 & AB 741) related to evacuation procedures, mass care and shelter operations, and accommodation of pets at evacuation shelters.

Reasons for Exemption
The City of Brea's 2026 EOP establishes policies, procedures, and responsibilities for City departments and partner agencies in preparing for, responding to, and recovering from large-scale emergencies and disasters. The EOP provides operational guidance for activation and management of the City's Emergency Operations Center and coordinates emergency response activities. The EOP includes updates related to evacuation procedures, mass care and shelter operations, and accommodation of pets at evacuation shelters. The EOP is an administrative and organizational document intended to guide emergency management activities and does not authorize or approve any specific physical development or construction projects. As such, the 2026 EOP will not result in a direct or reasonably foreseeable indirect physical change to the environment. As such, adoption of the EOP will not have a significant effect on the environment. Any future emergency projects that may involve physical improvements would be evaluated separately for compliance with CEQA, as applicable.
