Reasons for Exemption
CEQA Guideline § 15303 (New Construction or Conversion of Small Structures) provides an exemption for the conversion of small structures from one use to another where only minor modifications are made in the exterior of the structure. The proposed Project consists of converting an existing bank building into a café with a drive-through component, with minor exterior improvements to the structure and other necessary site improvements. The Project would not result in significant negative effects related to queuing and it can be adequately served by all required utilities and public services. Accordingly, no further environmental review is required.
