Document Description
The replacement hospital will be constructed directly adjacent to the existing facility, on the current front lawn. The existing hospital and accessory structures comprise a gross footprint of 37,132 square feet, while the proposed replacement will occupy 22,210 square feet. Licensed capacity will remain at 18 acute care inpatient beds. No increase in patient capacity is proposed. The purpose of the replacement hospital will be to provide critical acute care and inpatient medical services to the greater community of Mariposa County in a modernized campus, without disruption due to a lack of seismic safety. The existing structure of the hospital will be converted into a 18-bed nonhospital outpatient use, or convalescent hospital.

Reasons for Exemption
The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines § 15302(a), Class 2 - Replacement or Reconstruction. This specific categorical exemption is applicable to replacement or reconstruction of existing schools and hospitals to provide earthquake resistant structures which do not increase capacity more than 50 percent. Under the Class 2 exemption, a project is exempt from CEQA if it involves a "replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced .... " (Cal. Code Regs., tit. 14, § 15302). The proposed project meets these criteria by replacing the existing acute care facility with a new hospital of the same licensed capacity at the same site, and for the same purpose.
None of the exceptions set forth in CEQA Guidelines Section 15300.2 are present, which would otherwise disqualify the project from using a categorical exemption;
a) Location - not in an environmentally sensitive area
b) Cumulative Impact - no significant cumulative impacts over time
c) Significant Effect - no unusual circumstances creating significant effects
d) Scenic Highways - no impact to scenic resources
e) Hazardous Waste - not on a designated hazardous waste site (Gov. Code§ 65962.5)
f) Historical Resources - no adverse effect on historical resources
Therefore, since the project meets all the criteria pursuant to CEQA Guidelines Section 15302(a), no additional environmental review is warranted or necessary and the CEQA exemption is appropriate.
