Document Description
This project will implement wastewater treatment upgrades and steam system efficiency measures at the Recipient's facility. The wastewater treatment technology will include a screw press, flowmeter, feed pump, polymer feeder, and equalization tank. The efficiency upgrades will include insulation and condensate pumps and headers. This project will improve energy efficiency and reduce the facility’s energy usage, water consumption, and greenhouse gas emissions. The project is consistent with the California Energy Commission's mission of leading the state to a 100 percent clean energy future.

Reasons for Exemption
Cal. Code Regs., tit. 14, §15301. This project will involve minor alteration of an existing facility and mechanical equipment at an existing food processing facility and will result in no expansion of existing use. The water treatment system consists of a screw press, screw conveyor, control panel, flowmeter, feed pump, polymer feeder, and an equalization tank. The energy efficiency upgrades include insulation and condensate pumps and headers. The materials used to construct the system are not hazardous to human health and do not have a significant effect on the environment. All required permits for installation and operation of the equipment will be obtained prior to installation and demonstration. The demonstration will not have a significant impact on local air quality, noise, or traffic. For these reasons, the project will not have a significant effect on the environment and falls under the categorical exemption listed in 14 C.C.R. §15301. This project does not involve impacts on any particularly sensitive environment; does not involve any cumulative impacts of successive projects of the same type in the same place that might be considered significant; does not involve unusual circumstances that might have a significant effect on the environment; will not result in damage to scenic resources within a highway officially designated as a state scenic highway; the project site is not included on any list compiled pursuant to Government Code section 65962.5; and the project will not cause a substantial adverse change in the significance of a historical resource. Therefore, none of the exceptions to categorical exemptions listed in CEQA Guidelines section 15300.2 apply to this project, and this project will not have a significant effect on the environment.
