Document Description
The Project is located within ECSD’s service area in the City of Moreno Valley, Riverside County, California. The Project is located on Bay Avenue, between Day Street and Grant Street for a total construction impact area of approximately 0.052-acre (2,280 square feet) that includes a trenching length of 570 linear feet. The purpose of the Project is to implement a replacement project identified in the ECSD Capital Improvement Program. Specifically, the Project will replace 15 existing sewer laterals that are currently 4-inch diameter verified clay pipe (VCP) with new 4-inch polyvinyl chloride pipe (PVC) for a total length of 420 linear feet and replace two 30-foot long segments of existing sewer main pipeline (8-inch PVC) for a total length of approximately 60 linear feet. The Project will also add a maximum of 25 sewer cleanouts to existing sewer laterals in order to offer a direct entry point for maintenance.

Reasons for Exemption
The Project is categorically exempt from CEQA under Class 2 (Replacement or Reconstruction) exemptions set forth in State CEQA Guidelines Sections 15302.
The Class 2 exemption applies to the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.
The Project is the replacement of two 30-foot sewer main pipeline segments, adding up to 25 sewer cleanouts and replacing 15 laterals within one street in ECSD's service area. All construction activities will occur within existing public rights-of-way, utility easements, and previously disturbed areas. No expansion of the ECSD’s service area, capacity, new alignment, or new service connections beyond those existing will occur.
