Reasons for Exemption
The Project is exempt from CEQA pursuant to Section 15273(a) (Rates, Tolls, Fares, and Charges). Here, the project involves the establishment of a multi-year, multi­phase parking rate structure for the purpose of funding operating expenses associated with the City’s parking system and related services, including maintenance, enforcement, staffing, and equipment needs. The updated rates will also generate revenue necessary to support capital improvements required to maintain service levels within existing service areas and to meet ongoing financial reserve requirements. In addition, the project is intended to help achieve an optimal parking occupancy rate of approximately 85 percent across locations and time periods, thereby reducing congestion in the Downtown and beach areas citywide. The project would not adversely affect biologically sensitive resources, and there is no evidence of unusual circumstances that would create a reasonable possibility of a significant environmental impact. Therefore, additional environmental analysis is not necessary to meet the requirements of the CEQA.
