Reasons for Exemption
The City of Del Mar determined that, pursuant to the California Environmental Quality Act (CEQA) and the City’s adopted CEQA Supplemental Regulations, the Project is Categorically Exempt pursuant to Categorically Exempt per Section 15303 (a) (Class 3 – New Construction or Conversion of Existing Structures), in that the Project proposes the construction of one new single-family dwelling (unit) and that the exceptions listed in CEQA Guidelines Section 15300.2 would not apply considering the project is not located within a particularly sensitive environment; would not significantly contribute to a cumulative impact; would not result in any physical changes visible from a scenic highway; is not included on any list compiled pursuant to Government Code Section 65962.5 for hazardous waste sites; and that the project site is not significant in the architectural, engineering, scientific, economic, agricultural, educational, social, political, military, or cultural annals of California and, therefore, does not qualify as a historical resource under CEQA Guidelines Section 15064.5(a)(3). The project site is a currently developed residential lot that is not located within a sensitive environmental area, and the project replaces one single-family residence with one single-family residence without increasing density or intensity of use. In addition, the property was evaluated for historical resource significance and was determined not to be significant under any of the applicable criteria for historical resource eligibility.
