Document Description
The Volcan Mountain Nature Center Forest Resilience Project consists of forest health and habitat restoration activities designed to conserve, restore, protect, and enhance California native fish and wildlife and the habitat upon which they depend. The Project is intended to improve forest resilience and restore more natural, low-severity regimes within montane forest habitat. Project activities include manual and mechanical vegetation treatment; removal of ladder fuels and dead or dying trees; management of invasive species including gold-spotted oak borer; prescribed burning for site preparation; reforestation with native conifer and hardwood species; and long-term monitoring and maintenance. The Project is designed to result in long-term net benefits to climate resiliency, biodiversity, and sensitive species recovery, and includes procedures and ongoing management of the protection of the environment.

Reasons for Exemption
The Project qualifies for the Statutory Exemption for Restoration Projects pursuant to PRC §21080.56. On November 13, 2023, the California Department of Fish and Wildlife issued a concurrence determination for the Project (Concurrence No. 21080.56-2023-039-R5), confirming that the Project meets all qualifying criteria set forth in PRC §21080.56. The Resource Conservation District of Greater San Diego County is continuing to rely on the existing SERP concurrence for the current approval. Although the distribution and total acreage of treatments have been refined since the original concurrence, the Project does not introduce a new disturbance boundary, new treatment types, construction activities, or impact mechanisms, and the fundamental restoration purpose, methods and environmental benefits have been evaluated under the 2023 SERP determination remain unchanged. The Project therefore continues to meet requirements of PRC §21080.56.
