Project Description
Project Location:
Great Valley Parkway: Byron Road to Grant Line Road; Arturo Boulevard: Great Valley Parkway to Central Parkway; Main Street: Great Valley Parkway to Central Parkway. See attached Vicinity Map.
Project Justification:
This project was identified and recommended due to its top safety priorities based on the safety evaluation that was done on the Mountain House Bicycle and Pedestrian Master Plan (BAPMP) on April 2021 by ALTA. The data-driven safety evaluation for bicycles and pedestrians of their entire roadway network was completed by ALTA for BAPMP. Based on Table 5: “Top 3 intersections with High Collision Incidences (2014 – 2019)” in BAPMP, the Central Parkway at Heritage Drive intersection has ranked 1 in collision incidences (2 bicycle and 1 pedestrian collision injuries) and Central Parkway at Legacy Drive intersection has ranked 3 in collision incidences (1 bicycle and 1 pedestrian collision injuries). The primary collision factors for bicycles and pedestrians are Automobile Right of Way and Unsafe Speed Factor (seen on table 6: “Top 5 Primary Collision Factors in Mountain House (Bicycle/Pedestrian)” on BAPMP) which would be mitigated by this project.
Scope of Work:
The project will consist of:
1. Conversion of one travel lane in each direction to accommodate for the implementation of Class IV bikeway facility in each direction as a retrofit based on the existing conditions and traffic patterns.
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily residential with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
Bikeway safety improvements will increase public safety and reduce hazards, leading to more reliable bicycle infrastructure, and improved public health through increased active transportation.
