Project Description
Project Location:
Central Parkway: Intersection at Legacy Drive; Intersection at Heritage Drive. See attached Vicinity Map.
Project Justification:
This project was identified and recommended due to its top safety priorities based on the safety evaluation that was done on the Mountain House Bicycle and Pedestrian Master Plan (BAPMP) on April 2021 by ALTA. The data-driven safety evaluation for bicycles and pedestrians of their entire roadway network was completed by ALTA for BAPMP. Based on Table 5: “Top 3 intersections with High Collision Incidences (2014 – 2019)” in BAPMP, the Central Parkway at Heritage Drive intersection has ranked 1 in collision incidences (2 bicycle and 1 pedestrian collision injuries) and Central Parkway at Legacy Drive intersection has ranked 3 in collision incidences (1 bicycle and 1 pedestrian collision injuries). The primary collision factors for bicycles and pedestrians are Automobile Right of Way and Unsafe Speed Factor (seen on table 6: “Top 5 Primary Collision Factors in Mountain House (Bicycle/Pedestrian)” on BAPMP) which would be mitigated by this project.
In addition to that, a warrant study was performed by Mountain House’s traffic consultant, AMG, on 7/13/2022 due to several complaints that the district received from the residents. The Mountain House Community Services District engineer selected the “Modify Existing Rectangular Rapid Flashing Beacon (RRFB) Setup” option from the recommendations of AMG’s traffic engineer. This option is to consider some physical modification to the 4-lane Central Parkway and to upgrade the current RRFB design. Traffic volumes increased substantially when Central Parkway was connected to Grant Line Road and enhancements to heighten driver awareness of pedestrians at the crosswalks are needed.
Scope of Work:
The project will consist of:
1. Adding a striped lane at each intersection and direction narrowing between lanes to slow down vehicles and draw attention to the crosswalk;
2. Adding a RRFB at each intersection and direction to the median;
3. Adding a 25 mph when children are present sign at each intersection and direction;
4. Adding yield triangles across each lane before crosswalk at each intersection and direction.
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily residential with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
Pedestrian safety improvements will increase public safety and reduce hazards, leading to more reliable pedestrian infrastructure.
