Document Description
Santa Clarita Valley Water Agency (SCV Water) is proposing to construct the E.G. Jerry Gladbach Water Treatment Plant Access Road Improvements Project to provide safer access to the water treatment plant from the Newhall Ranch Road entrance. The Project includes paving an existing interior access road (currently gravel) and widening the existing concrete driveway approach at Newhall Ranch Road. The Project would occur entirely within previously disturbed areas and would not expand the use or operational capacity of the facility, increase traffic volumes, or change the intensity or type of use at the EGJG WTP.

Reasons for Exemption
The project, aka the whole of the action, qualifies for an exemption under Class 1 Existing Facilities, State CEQA guidelines Section 15301, because it is a minor alteration of an existing public facility. Improvements include paving an existing gravel road and widening an existing driveway entrance to improve safety and access and would have no reasonable possibility for new environmental impacts. The Project does not involve any expansion of facility capacity or changes in land use and would occur within areas that have been previously disturbed. None of the exceptions listed in Section 15300.2 of the CEQA Guidelines would apply to the action. The Project is not located in a sensitive environment, does not affect scenic highways, is not located on a hazardous waste site, would not result in cumulative impacts, and does not involve unusual circumstances that would create a reasonable possibility of a significant environmental effect.
