Reasons for Exemption
This project qualifies for a CEQA Categorical Exemption under Sections 15301, Existing Facilities and 15303, New Construction or Conversion of Small Structures. Section 15301 of the CEQA Guidelines exempts from CEQA review the "operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use" and Section 15303 exempts the "construction and location of limited numbers of new, small facilities or structures”. The proposed project consists of installing and upgrading stream gage equipment at existing monitoring locations as part of the District’s ALERT flood warning system. Work would occur within previously disturbed areas, County Right of Way, and/or County easements, and would involve minor site preparation, equipment replacement, and
installation activities. The project would maintain the same functional purpose of real time hydrologic data collection for flood forecasting and emergency response, and is therefore, exempt from CEQA in accordance with Sections 15301 and 15303.
