Document Description
To temporarily relocate and then restore a power line that crosses over Littlejohns Creek to accommodate the construction of the San Joaquin County Escalon-Bellota Road Bridge Project that was authorized under Board Permit No. 19516. The project consists of drilling each hole a minimum of eight-foot-deep, (2) installing the poles and backfilling the holes with concrete grout, (3) removing the two existing poles and the conductor span on the west side of the bridge that crosses over Littlejohns Creek, (4) backfilling the two existing holes with native soil, and (5) installing the temporary conductor shoefly through the five poles with a minimum 25 feet of overhead clearance. After the San Joaquin County Escalon-Bellota Road Bridge Project is completed, the project will: (6) install new poles in the same location as the previously removed pole adjacent to the south bank of Littlejohns Creek, (7) reposition the temporary conductor span that was installed with the temporary shoefly over Littlejohns Creek and connect to the existing power line, (8) remove the three temporary poles on the east side of Escalon-Bellota Road, and (9) backfill the holes with native soil and restoring the project site to pre-project conditions.

The Board has determined that the project is exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (CEQA California Code of Regulations, Title 14, Section 15304), because the activity consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
