Document Description
The proposed project would involve geotechnical borings by the San Diego Unified Port District (District) in the city of San Diego, California. The purpose of the proposed project is to perform exploratory borings to collect soil samples in support of the proposed future development of the Phase 5 & 6 Electrical Upgrades Project at Tenth Avenue Marine Terminal.
Work to specifically complete the proposed project would involve drilling approximately twenty (20) geotechnical borings to a depth of approximately eight (8) feet below ground surface. Each boring would be approximately four (4) inches in diameter. The boring holes would be backfilled and patched at ground surface with cement/asphalt and bentonite.
Construction of the proposed project is anticipated to occur in early 2026 and it would take approximately 30 minutes of work per boring. Equipment to complete the proposed project would include a truck-mounted drill rig, work truck and associated geotechnical equipment.
Due to its nature and limited scope, construction of the proposed project would generate a minor amount of vehicle trips and would require limited use of equipment. Therefore, impacts related to air quality, greenhouse gas emissions, and transportation and traffic are not anticipated to occur. Furthermore, the Applicant would be responsible for complying with all applicable federal, state, and local laws regarding construction demolition debris, hazards and hazardous materials, and stormwater.

Reasons for Exemption
The proposed project is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15306 (Information Collection) and Section 3.f. of the District’s Guidelines for Compliance with CEQA because it would be for the purpose of basic data collection, research and resource evaluation activities which would not result in a serious or major disturbance to an environmental resource. Section 3.f. of the District’s CEQA Guidelines is as follows:

Information Collection (SG § 15306) (Class 6): Includes basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. These may before information gathering purposes, or as part of a study leading to an action which has not yet been approved, adopted or funded.
The District has determined none of the six exceptions to the use of a categorical exemption apply to this project (CEQA Guidelines Section 15300.2).
