The project qualifies for a Categorical Exemption (Class 5) pursuant to CEQA Guidelines Section 15305 because the proposed project is considered a minor alteration of land with a slope of less than 20% that will not result in changes in land use or density. Additionally, no physical environmental impacts will occur as a result of the lot line adjustment (e.g., grading, vegetation removal, new access roads) and the site is not in a location where “unusual circumstances” or “exceptions” to categorical exemptions apply. The subject sites are not in a mapped sensitive resource area or environment, are not within a mapped scenic highway, are not mapped hazardous waste sites and do not contain any historical resources.
