General Plan Designations: Agricultural Croplands (A-C), Suburban Residential (SR), and various residential and non-residential designations. Zoning: Public Facilities (PF), Exclusive Agricultural – Agricultural Preserve (EA-AP), Interim Rural Residential (IR), and various residential and non-residential designations. The project transects portions of the communities of Fall River Mills and McArthur; land uses in these communities are primarily low- and medium-density residential, with commercial uses situated primarily adjacent to SR 299. The Fall River Mills Airport is located on the west side of SR 299 generally north of Reynolds Road and south of Sierra Center Drive. Properties surrounding the study area include farmland and open space.
Document Description
The proposed project includes improvements to the Fall River Valley Community Services District’s (FRVCSD) water system throughout the communities of Fall River Mills and McArthur, properties along State Route (SR) 299, and properties within the Sierra Center Subdivision and the Country Club Subdivision. Improvements include replacing approximately ~16,000 feet of water main, isolation valves, and fire hydrants in Fall River Mills; replacing ~492 water meters throughout the District’s service area; and installing supervisory control and data acquisition (SCADA) system components throughout the District’s water system.
Improvements associated with the Fall River Mills Well No. 2 include rerouting the existing piping between the existing water storage tanks and the existing well. Improvements include replacing the existing Country Club Booster Pump Station, replacing the existing hydropneumatic tank with a smaller tank, installing an emergency back-up generator, and completing miscellaneous electrical improvements. An existing pressure reducing valve (PRV) on SR 299 northeast of Airport Way would be replaced with a supervisory valve inside of an existing vault. A new 250,000-gallon elevated water storage tank would be constructed in McArthur. The tank would be 44 feet in diameter at its widest section and 160 feet in height. A test well (McArthur Well No. 2) would be converted into a permanent well; the improvements include installing a new well building, pumps and motors, piping, and instrumentation and controls. See Section 3.0, Project Description, in the IS/MND for more information.
