Document Description
The Water Reclamation Plant No.10 (WRP 10) B plant Clarifier Upgrade project (Project) proposes to refurbish six (6) rectangular secondary clarifiers at the Coachella Valley Water District’s (CVWD) WRP 10. The (6) rectangular secondary clarifiers were built in 1982 and were last refurbished 10 years ago. This Project will include the removal, replacement of old, and deteriorating secondary clarifier components which include:
1. Removal of drive chains.
2. Removal and replacement of the head shaft. Assembly of head shaft parts may be
required.
3. Removal and replacement of the collector chain.
4. Removal and replacement of wall sprockets.
5. Remove and replace flight wear shoes/blocks.
6. Remove and replace floor wear strips.
7. Remove and replace upper wear strips.
8. Repair and replace any other related hardware necessary for proper installation.
Project construction is anticipated to begin in or around May 2026 and last approximately 90 calendar days; all work will take place on CVWD property. The secondary clarifiers are currently offline awaiting maintenance and refurbishment. Currently, there is no disruption of wastewater services, and there will be no disruptions of service during construction. The CVWD property site
is located in a rural residential area and is not within a conservation area of the Coachella Valley Multiple Species Habitat Conservation Plan (CVMSHCP).

Reasons for Exemption
State CEQA Guidelines §15301 (Existing Facilities) allows for the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The key consideration is whether the project involves negligible or no expansion of use including existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services. This Project consists of repairing and replacing existing secondary clarifier parts and will require no expansion of use.
State CEQA Guidelines §15302 (Replacement or Reconstruction) Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.
