Document Description
The Board of Trustees ("Board") for the Moraga School District ("District") proposes to modernize and repair facilities at the Donald L. Rheem Elementary School campus ("Campus"), located on a District-owned site Moraga, California. The project consists of select building modernization including: reroofing of 4buildings, repairing or replacing roof ducts, upgrading fire alarms campus wide, select lower window replacement, and new HVAC and dishwasher at the Multipurpose Room. In addition, the project includes the installation of 2 modular classroom buildings on the campus. Site scope also consist of select path of travel upgrades, relocation, regrade and reseed of baseball field, decorative entry fencing, and removal of 2 trees.

Reasons for Exemption
On December 9, 2025, the Board approved Lease Lease-Back agreements between the District and CORE Construction, Inc. for construction services related to the Joaquin Moraga Middle School and Donald Rheem Elementary School Modernization Projects ("Project"}. The Project is exempt from the California Environmental Quality Act (CEQA} pursuant to Title 14 of the California Code of Regulations, sections 15301 (Class 1 - minor alteration of existing structures), sections 15302 (Class 2 - replacement or reconstruction), 15303 (Class 3- new construction of small structures}, and 15314 (Class 14 - minor additions to schools). The Project involves replacement or minor expansion of existing school facilities and dose not increase capacity beyond regulatory thresholds. it does not trigger any exceptions to categorical exemptions under CEQA Guidelines section 15300.2 as the Project is not located in a particularly sensitive environment and will not have cumulative impacts resulting from successive projects of the same type, there are no unusual circumstances associated with the Project, no impact on scenic highways, no location on a hazardous waste site, and no substantial adverse effect on historical resources.
