Document Description
Multi-modal roadway improvements within the existing public right-of-way. The project includes traffic signal improvements, including fiber interconnect and pole upgrades, pavement resurfacing, pedestrian improvements including bulb outs, high visibility crosswalks, pedestrian lighting, and transit boarding islands, landscaping and irrigation, and new bike lanes the length of the project (Class I, Class IV, and/or multi-modal trail). All work would be completed within the existing public right-of-way. New landscaped medians will be installed from 2nd Street to Anaheim Road, as well as Spring Street to Los Coyotes Diagonal. A total of 135 new trees (24-inch box trees) would be planted. Eleven (11) trees that pose a risk to public safety due to modifications to the root systems would be removed as part of the project. Excavation for the construction of the medians is approximately 36” below existing grade. Minor trenching will be performed for the installation of irrigation with an excavation depth of approximately 12” below existing grade. Within the Caltrans Right-of-Way, the project may remove one NB lane for approximately 1,600 linear feet (EB SR-22 On/Off Ramp to 1,600 north of EB SR-22 On/Off Ramp). The same number of lanes will be maintained for the rest of the corridor.

Reasons for Exemption
The project includes improvements within the existing public right-of-way (roadway) for the purpose of creating a complete street that includes bicycle facilities, pedestrian walkways/crosswalks, and the addition of landscaped medians. The roadway alterations would be within the existing right-of-way and would not create additional automobile lanes. Grading and roadwork would only occur within the existing paved right-of-way. All new landscaping would be selected from approved plant palettes. One tree requires removal AT due to the root system. The project includes minor alterations in the condition of paving and vegetation for the installation of new paving and landscape installation. The project would include the net increase in 124 new trees. A total of 11 trees would be removed due to the status of the root systems in light of the roadway project. The trees to be removed are not considered to be scenic trees and all applicable regulatory requirements, including the Migratory Bird Treaty Act (MBTA) would be adhered to during construction.
